On September 6, 2007, State Senator Jason Allen of Traverse City introduced Senate Bill 731 amending the Michigan Military Act to require all Michigan National Guard officer and enlisted personnel under state jurisdiction to complete a Post Traumatic Stress Disorder questionnaire and a Traumatic Brain Injury questionnaire before and after deploying to Iraq, Afghanistan, or any other federal combat deployment. Personnel who have completed similar questionnaires provided by the United States Department of Veterans Affairs and/or the United States Department of Defense are exempted.

The bill was passed unanimously in the State Senate and sent to the State House and referred to the House Committee on Military and Veterans Affairs and Homeland Security on December 13, 2007. It was reported with recommendation without amendments and referred to a second reading on January 23, 2008.
